My second motion at yesterday’s (19th February) Municipal District meeting; “That the council arrange for a yellow box to be installed outside St Conleth’s Day Care Centre in Kildare Town

Report: There is an existing yellow box in front of the care centre. There is also double yellow lines both sides of the road. There are no plans to install a yellow box on the public road.

Council provide wheelchair parking at Stack’s Pharmacy in Monasterevin

My first motion at yesterday’s (19th February) Municipal District meeting; “That the council provide wheelchair parking as near as is safely possible on side of Stack’s Pharmacy in Monasterevin.

Report: There are two disabled parking spaces across the road. There is very restricted parking spaces at this location and no room for a disabled bay at
requested location.

Council clarify any role or function the council has in relation to Monasterevin Council Hall

My second motion at yesterday’s (11th Dec) MD meeting; “That the council clarify any role or function the council has in relation to Monasterevin Council Hall including but not limited to, and where relevant, the administration, funding, terms of funding, oversight or management of the hall.

Report issued by: Mr D McDermott, Administrative Officer, Economic, Community and Cultural Development:  “This is a council owned facility. A committee was setup in 2011 comprising of local volunteers to take on the day to day running of the community hall and to build a clientele for the facility. The Council has a caretaker’s agreement with the committee. The current committee has called an AGM for 8:30pm on the 12 December 2019 to see if new volunteers can be co-opted onto the committee. Monasterevin Community hall was awarded a community grant of €1200 in 2018 for the upgrade of kitchen facilities and boiler.

Council provide a detailed list of all projects to which funding was allocated to in the entire current district from LPT and payparking income for the last 5 years

My second question at yesterday’s (11th Dec) MD meeting; ‘Can the council provide a detailed list of all projects to which funding was allocated to in the entire current district from LPT and payparking income for the last 5 years in a user friendly format highlighting the amount allocated, where funding was or was not drawn down, any difficulties getting invoices/receipts, and the geographical spread of LPT/Payparking across the district and include a column detailing the
amount of other council grants or funds awarded to the same projects?

Report issued by Ms K Keane, Administrative Officer, Members Services: “A list in the format requested is not readily available and would require significant resource time, however information related to LPT and payparking allocations for 2018 and 2019 is published on the council website. Each year and following members approval, all unspent LPT monies are carried over to the following year. The geographical spread of LPT/Payparking spend is as per what the members have approved each year. Note: All payparking monies are allocated to roads projects only.

A detailed report in relation to the 2019 LPT allocation and grants awarded/unspent monies has been prepared in relation to item 3 on this month’s agenda. The adoption of the LPT Guidelines in September requires the Municipal District Manager to provide a cumulative quarterly report, for noting, on the status of LPT for the municipal district, which should assist the members going forward.

Council provide reassurance for residents regarding what consideration it has given to and how it intends to manage traffic around and between Scoil Bhríde in Kilcullen

My first question at yesterday’s (11th Dec) MD meeting, ‘Can the council provide reassurance for residents regarding what consideration it has given to and how it intends to manage traffic around and between Scoil Bhríde in Kilcullen, the route to the playground and sports amenity carpark behind the school and the traffic coming through from the link road, Cnoc na Gréine and Castlemartin (to include a map of the proposed/draft traffic management plan) in light of the allocation of monies in the capital programme for the link road in Kilcullen?

Council allocate the unspent 2019 LPT allocation of €236,000 to Building and Development Control

My first motion at yesterday’s (11th December) MD meeting; ‘That the council allocate the unspent 2019 LPT allocation of €236,000 to Building and Development Control to expedite the work required to bring estates not yet taken in charge around the Kildare-Newbridge Municipal District area or at least bringing them closer to the taking in charge standard, detailing ball-park figures for estates that might benefit were the fund is allocated in such a way’.

Report issued by: Ms C Barrett, Chief Fire Officer, Building and Development Control: This is a matter for the members to agree. The Development Control Section sent an e-mail to all members of the Kildare-Newbridge Municipal District asking them to consider allocating LPT money to this Section to assist with the Taking in Charge process. The following estates and estimated costings were suggested in that mail and these estates would be the ones that we would try to progress should the members agree to this motion:

  • Walshestown Abbey, Newbridge. This is a medium sized development where an investment of €15,000 should be sufficient to address the remaining issues to get the estate to the Taking in Charge standard.
  • Beechmount, Newbridge is a small development that would require an investment in the region of €10,000 to progress to Taking in Charge
  • White Abbey Court in Kildare is also a small development that would require in the region of €10,000 to progress the estate to the required standard.

Millfield is a large development with apartments and houses. It is more complex than the other developments above and would require funding over 2-3 years to resolve the retaining wall issue. The Development Control Section are in the process of getting quotes for this work at the moment. Millfield also has a Management Company in place for the whole development and this company would have to be reduced to cover just the apartments before the estate could be taken in charge. A request to take the estate in charge has not yet been received.

 

Council provide a progress report and clarify its role in relation to ongoing noxious weeds issue on the Old Magee Barracks site

My second  motion at this months; “That the council provide a progress report and clarify its role in relation to ongoing noxious weeds issue on the Old Magee Barracks site which is continuing to infringe on residential property in the area causing harm to residents and their property.

Under the Noxious Weeds Act, 1936, it is an offence for the owner/occupier of lands not to prevent the growth and spread of noxious weeds.
