Local Authority Waters Programme

The Local Authority Waters Programme have launched an open call for applications for funding under the Community Water Development Fund 2019. Closing date for receipt of applications is Tuesday 12th February 2019 at 7.00pm.
 
The Community Water Development Fund aims to support communities in progressing water related projects and initiatives, delivering benefits locally whilst also helping to meet the objectives of the River Basin Management Plan for Ireland and the wider EU Water Framework Directive.
 
This fund is open to all community and voluntary groups to assist in the protection and management of water quality, both locally and in the wider catchment. This can include the development of a catchment partnership or River/Lake Trust, and delivery of local projects to protect and improve water quality in a local waterbody. This fund will enable communities to get more involved in the management of their local water environment, delivering multiple benefits for present and future generations. The fund is administered by the Local Authority Waters Programme on behalf of the Department of Housing, Planning and Local Government.
 
Types of projects considered will include:
 
· Capital projects such as restoration/habitat conservation/natural flood mitigation measures.
 
· Projects that promote public awareness/education and events such as biodiversity days, surveys, training workshops, surveys and plans, etc.
 
· General amenity such as beach clean, improving amenity areas, bird watching facilities, etc.
 
Grants awarded will range from up to €5,000; up to €10,000 and up to €25,000.
 
The fund is capped at €180,000 for 2019.

Can the council circulate the annual governance/financial report provided for each and any of the last four years where the Riverbank Arts Centre has provided reports to the council

My second question at yesterday’s (19th Dec) MD meeting, ‘Can the council circulate the annual governance/financial report provided for each and any of the last four years where the Riverbank Arts Centre has provided reports to the council, as part of its terms of funding to include; clarification of how €64,000 was reported by the Arts Centre as a loan from the council contrary to the council’s own financial statement; and an explanation of how the Arts Centre plans to correct and balance its financial statement?

It is unlikely that a response will be available for the December meeting of the Kildare-Newbridge Municipal District but we will forward the response to the members as soon as it is received.

Council provide a list of what land it owns in the Kildare – Newbridge District of 3 acres

My first question at yesterday’s (19th Dec) MD meeting, ‘Can the council provide a list of what land it owns in the Kildare-Newbridge Municipal District of three acres or more?

Please note the following:

 The list has been generated from the Property Interest Register, which is a work in progress. As such, the list is not complete or exhaustive.

 The list excludes unregistered sites and sites registered in the Registry of Deeds.

 The list excludes sites acquired for road improvements and cemeteries, as these plots are not available for any other purpose.

The list includes developed, part-developed and undeveloped sites. A detailed breakdown of current use would take a number of weeks to prepare. In addition, the maps contained in the Property Interest Register date back to 2017 and may not reflect the exact position on the ground.

Queries in relation to the current and future use of specific sites are best addressed to the Director of Services in the acquiring section, who will have the most up to date and accurate overview. Where the acquiring section is not known, queries can be referred to the Property Interest Register team through the CRM system.

 

Kildare County Council Sites of 3 Acres plus in the Kildare

Council clarify if Kildare-Newbridge MD has an expert representative on the Local Enterprise Office, Evaluation and Approvals Committee

My second motion at yesterday’s (19th Dec) MD meeting, ‘That the council clarify if the Kildare-Newbridge Municipal District has an expert representative on the Local Enterprise Office, Evaluation and Approvals Committee, how members of the committee are recruited and remunerated and if the Kildare-Newbridge Municipal District is not represented, that the council consider that either all municipal districts or no municipal district are represented on the committee.

Report: The Evaluation and Approvals Committee provides an impartial assessment of the requests for grant funding. Members serve in an unpaid capacity and were appointed following a public call for suitable members to serve on the committee.

The Role of the Committee

The membership of the Evaluation and Approvals committee brings together a wealth of experience across a diversity of areas of business expertise.

All projects being considered for financial support will be evaluated by the Evaluation and Approvals Committee and all projects under €50,000 may be approved by this committee in line with national enterprise policy. All projects over €50,000 will be evaluated and if endorsed by the Evaluations and Approvals Committee, recommended to the Enterprise Ireland Jobs Expansion Fund Committee for final approval.

Update of work of the Curragh Forum re: protecting and promoting the Curragh Plains

My first motion at yesterday’s (19th Dec) MD meeting, ‘That councillors are provided with an update of the work of the Curragh Forum re protecting and promoting the Curragh Plains to include responses to previous requests that representations be made regarding a more broad representation on the forum; that the 21 acres of common land cordoned off by a private individual be opened; the promotion of the Curragh Plains trail application.

Report Issued by: Department of Defence, Newbridge, Co. Kildare : It is assumed that the “21 acres of common land cordoned off by a private individual” is an area of the Curragh Plains fenced by Kildare County Council /TII as part of the construction of the N7. The area is fenced and there is a gate onto the land. It has come to the attention of the Department of Defence that one of the sheep grazers was locking this gate. This lock has been removed and the individual has been advised that they do not have permission from the Department of Defence to lock this gate in future. (Further information attached).
